Public Art

The City of Naples recognizes that public art creates a unique sense of place and distinction, enjoyment and pride for all citizens and visitors to our community. Public art is a process which results in the incorporation of original works of art by visual artists in public spaces. Public art enhances the visual quality of our built environment and creates modern history in a positive way.

Public Art Program

Naples Public Art Program has three components:

1. City of Naples Public Art Ordinance

On November 15, 2006 Naples City Council passed Ordinance # 06-11447 adding a new section (46-42) to the Land Development Code for the purpose of establishing a public art program for the development of publicly sited works of art for newly constructed or renovated public and private buildings, parks, and other public areas within the City of Naples borders and establishing a public art fund. The Public Art Ordinance 07-11887 which was amended on December 19, 2007, can be viewed online here. Applicability of Naples Public Art Ordinance

Development Projects Subject to the Public Art Ordinance

All public and private construction projects that include a non-residential use shall include the acquisition or commission of public art on site at a value equal to the established fee or an equal contribution to the public art fund to be dedicated to the acquisition or commission of public art at another location.

  • The fee shall be based on the floor area dedicated to the non-residential use.
  • The floor area of parking structures and other accessory uses serving an on-site residential use shall not be included.

All city capital improvement projects that meet eligibility requirements shall include public art on site whenever feasible. When the inclusion of public art is not deemed appropriate for a specific project, public art funds allocated for that project will be deposited into the public art fund and may be utilized based on a priority ranking based on need as determined through the public art master plan. All public artworks on city property shall be approved by the city council following a recommendation by the Public Art Advisory Committee.

At a Pre-Application meeting with the Community Development Department, owners and/or developers will receive a document titled Developer Guidelines for Public Art Requirements available online here which outlines the process to follow in order to meet the new public art contribution requirement.

  • 2. Fifth Avenue South Public Art Program

    On November 14, 2007 the City of Naples assumed ownership and management of Fifth Avenue South's Images of Our Environment/Naples Main Street Art in Public Places Program. The Downtown Naples Association transferred the program to the City.

    3. Naples Public Art Donation and Loan Program

    Artists and their representatives, or other interested citizens, may submit applications for works of art that will enhance the physical environment which gives Naples its unique character and identity. Applicants must meet the general guidelines and selection criteria as outlined in the Public Art Fact Sheet. Following the review of an application that meets general guidelines and selection criteria, the PAAC will forward a recommendation for City Council to accept or not accept the work of art.

    The Public Arts Advisory Committee (PAAC)

    The Public Arts Advisory Committee, established in 2001, is a volunteer committee of seven Naples citizens appointed by Naples City Council to administer the City's Public Art Program. The Committee was created to develop implementation guidelines, artwork selection procedures and policies for the acquisition, donation and loan of artwork to the City. The PAAC is composed of one representative from City Council, one from the Von Liebig Art Center, one from the United Arts Council, and four members of the public-at-large who are not gallery owners, professional artists or representatives, but have a background or interest in art.

    In 2003 City Council approved a Public Art Fact Sheet detailing general guidelines and selection criteria for acceptance of loaned and donated artwork to the city.

    Potential Art Sites (MasterPlan)

    A Public Art Master Plan was developed in 2002, when the Public Art Advisory Committee identified 15 potential sites for future placement of art in City open spaces. The Master Plan is comprised of the following sites.
